CARM: What to Expect in 2021

The CBSA Assessment and Revenue Management (CARM) is a project that will modernize and streamline the process of importing commercial goods into Canada. For the next two years, CBSA will continue to develop and implement changes that will improve compliance and revenue collection, as well as contribute to securing the borders of Canada. 

Once CARM is fully implemented, it will simplify the overall importing process, give importers self-service access to their information, reduce the cost of importing into Canada, provide a modern interface for importing into Canada, and improve the consistency of compliance with trade rules. 

We have talked about CARM in the past, but the arrival of 2021 also came with the implementation of Phase 0 and 1 of the CARM project.  

What is Phase 0?

CARM Release 0 started in January of 2021. The previous Accounts Receivable Ledger (ARL) system was moved from its current data centre configuration and replaced for a more modern and robust SAP S4/HANA system. 

The SAP S4/HANA is an Enterprise Resource Planning (ERP) software package meant to cover all of the process of an enterprise, including request-to-service, plan-to-product, procure-to-pay, and order-to-cash. 

This change did not affect external users of the system. It only meant that Importers’ Daily Notices could be delayed a few days during this implementation. 

What comes next?

We can expect Release 1 to begin in the Spring of 2021. Release 1 will launch the CARM Client Portal, which is a self-service tool to facilitate accounting and revenue management processes with the CBSA. 

In the Spring of 2022, Release 2 will expand on the functionalities of the CARM Client Portal. 

What should you do to prepare?

Registration in the CRA portal must be complete by May-June 2021. To register, you will need to provide your Legal Operating name (as registered with the CRA), as well as your mailing address.
