CARM for Importers

CBSA are developing the CARM project over the next 3 years. CARM is the acronym for CBSA Assessment and Revenue Management.   CARM will be the largest single overhaul of the Customs Commercial system by CBSA since the 70’s.  CBSA, working in conjunction with CRA, are developing this mandatory program.

Why the Change?

CBSA has been ranked 17th by the World Customs Organization (WCO) on their commercial customs processes. For the very first time in the history of the Agency they will be deploying a third party to develop and host their entire Customs system. This will be cloud based and hosted by Deloitte.

CBSA Assessment and Revenue Management (CARM) Vision

The vision of CARM is to deliver a globally-leading customs experience that is customer-centric and facilitates legitimate trade, improves compliance and revenue collection, and contributes to securing the borders of Canada.

What will you need to do and when?

Registration in CRA portal must be complete by May-June 2021.  In order to register you will be required to provide your Legal Operating name as registered with the CRA, as well as your mailing address.  We will provide you the information requirements to set up your customs account with CBSA/CRA once that become available. As part of setting up your account, and to act as authorization for Thompson Ahern to act on your behalf, Thompson Ahern must be designated as your broker on the portal.  That will act as authorization to conduct business on your behalf. 

For ease of transition it would be appreciated if each company assigned a representative to be our liaison through the various phases of the program. 

This new system is mandatory and not voluntary.
